No, we don't have a tool, i use my plain editor.

The idea is that if we have categorized it with some markup (as in 
requirement.dtd )
we have more freedom to generate different outputs later.

Michele has once generated a PDF handbook from all requirements,
but this work wasn't finished.
(The requirements would need to be reworked as quite a few are outdated)
